Which order do these go in?

My house mate and I disagree.

Is it:

cordial, water, ice

or

ice, water, cordial,

or some other variation?

ice then cordial!! no water, extra sweet!

Cordial, water and then ice for a more precise mixture. I always end up putting the ice first though, saves splash back.

cordial, water and ice.  that way you can check how strong it will be.

but only because i like it very weak and it's easier to judge it that way;
