I'll say Detroit. Cincinnati right now at the skill positions has a lot more talent on it's team than Detroit. Historically Cincinnati has made the Superbowl more times than Detroit. I can't even remember has Detroit ever been in the big game? With Millen running the front office and the ford family owning the team I can't even think off an organization more of a joke then the Lions.

DETROIT IS THE WORST!! I live in Michigan and every year we have to deal with the Lions front office and Ford. As long as Ford owns the lions they will suck. The lions suck but they still lots of money in ticket sales and that's all Ford cares about. They also need to get rid of Matt Millen, he doesn't know what he is doing!! This is why the Detroit Lions are the worst NFL team and organization.
