  1. CIA is more dirty and powerful.

    FBI is only a female body inspector


  2. It's a tie - you don't want to mess with either one of them.

  3. CIA.

    The FBI still has some oversight and accountability whereas the CIA has been covert and conducting illegal activities ranging from assassinations to domestic terrorist attacks without being touched even when they are caught (Several countries have implicated in the US CIA as participants in acts of terror during hearings).

    When you can do anything and get away with it (covertly)... I think that puts you a notch above any group with "some" public disclosure.
