Do a residential search - there are only 100 Lloyds in Western Australia (the state Perth is in) so if you know the first name you should only have to call a few people to find him.

You need to look in the voting registers at the public library. It would be handy to have a Given name and a loctaion Perth and its suburbs are immense and Lloyd is a common name
