  1. Its hydrophilic part makes it water-soluble.

    If the substance it solves is hydrophilic too it`s the same part that dissolves it. A lipophilic substance is dissolved by the lipophilic end.

    The detergents with these properties is called  'surfactant' - a blend of "surface acting agent".
