Well there are LOADS of phones that can do it. The problem is not with the phone but with the videos, usually phones play most of the famous video file types but if you put some rare video file format like maybe .flv  or .DAT, some phones dont play them, so the best option for you to ensure that the videos play in your phone is to put the best video formats.( a Video Converter Software like Total Video Converter 3.0 will help).

If you want to know some phone models, well better specify a budget limit. Personally I always recommend Sony Erricson, if you are going for the medium budget, models like Sony Ericsson K530, K800, K750, W200, W310, Nokia 5200, Motorola L7, Razor and so on.

If you wnt to go for a better phone ( which are likely to play more formats of videos) then phones like SOny Erricsson P555, K850, W900

or the Nokia N-series like N 82, N72, N70, N90 and so on.

Ask your local mobile phone dealer specifying a price range. You could find loads of catalogues, best feature to look in mobile phones is the compatibility of 3G, if the maobile is 3G or 3.5G, then it is very very likely that it has the ability to play various formats of videos from the PC. Remember it is not in the phone but the file formats that you use.
