You should use Photoshop CS3 although it costs a fortune. It is still the best. There are other alternatives such as using Gimp it is for free just go to Gimp.org and download the soft ware. Also you can download a free 30 day Trial for CS3 just got to Adobe.com and download the trial. Now it seems that the photo you showed us was definitely edited on CS3 so I would use that software instead. As I noticed that that is not really her eye color, it was colored on photoshop. I have CS3 and I know how to use it but it will be very difficult to show you how, rather you can go to youtube.com and search for "tutvids" you put that in the search engine. click on his channel and this guy is a photoshop guru and he will show you how photoshop works.
