everyone has been WAY off so far....both have too similar of a climate for one or the other to be considered colder...i live in new york, just a few miles from the jersey border and trust me the garbage freezes--it gets cold..i also went to college in cleveland so i have a first hand account of both....if anything they may differ by a couple degrees at most but not significantly enough to determine which state is colder

Ohio.  You can tell as the garbage that is in New Jersey never freezes so it smells worse - that's why it's called the garbage state.
