Which place would you recommend in Devon?

Question

Exeter, Plymouth, Brixham? Others? Which has the best tourist attractions or other things to do?

Couple in mid 20's coming from the US.

exeter zoo is quite good

and plymouth shopping, plymouth coast is really good too

I prefer Cornwall, especially St Ives - it is a quaint old fishing village but has also been the haunt of artistic people for a long time, they've even got their own branch of the Tate museum down there
