I'm not sure exactly what the question is for or from.  Any more information?  We could very well say that Earth is Lord of the Heavens.  With all the galaxies that make up this entire universe though, it's just so vast!  Who's the say which one planet is the "Lord?"

Jupiter, because it is named after the Roman God Jupiter, who was "Lord of the Heavens."

It is also called the "Lord of fortune" because it goes from one sign to the next.  Jupiter remains in one sign for twelve months starting in December. December 2007 it went to Capricorn.
