  8. I am not sure, but I am glad you added the 1990.  Since 1990, the level of technology in the field of oil exploration has risen exponentially.  So any one who did ban it would be correct to reevaluate it now, based on new data.

  9. Actually, if you could read, he didn't ban offshore drilling by mandate, he issued a a moratorium until the year 2000.  

    The purpose was specifically to delay drilling until the technology would allow safer controls.
