Which program do I need to blur a video?

Lets say I want to blur a license plate in a movie or a clip, what program do I need?Thanks

try and find 'Gaussian blur' if you are using an apple app like imove or fcp.

It depends on the video editing application you are using.

Because you want to blur only a small portion of the video, the low-end editing applications may not have that built-in.

Since you did not tell us what computer or editor you are using, it is impossible to make a recommendation.
