Which program is better: the Rebuild Your Vision Program or The Program for Better Vision?

They have some truth to them but they both talk a lot about eye exercises. Eye exercises are a waste of time because they do not deal with the real issues of blurry vision.

The best way to begin learning about the principles of Natural Perfect Eyesight is to get the best book on NEI available in most bookstores. I have referal reward link for it on Amazon on my website. Once you get into that, the most effective way to improve vision is to find a good local teacher near you. I also have a link on my website for many of them around the world. If you find one near you let me know and I can either confirm that they are a good teacher or I can interview them to make sure they are teaching the principles of Natural Perfect eyesight and not eye exercises or nutrition multilevels.

Well, I haven't used either of them, but I have learned that programs like that are usually scams.  Your eyesight is determined by the size and shape of your eyes, and nothing other than surgery will change those.

Eye exercises can sometimes help children with eye turns and some people with binocular problems, but they can't improve your visual acuity.
