  4. Actually, strictly is correct. Here, 'cash' is not a noun - it's an adjective, modifying 'basis'. In English, you can pretty well use any noun as an adjective - tennis shoes, car wash, computer drive, etc. Since 'cash' is an adjective, it must be modified by the adverb - strictly.
