which would be better for a fair skined girl, whos body gets tan ouside but not her face, and i want my face to match my body.

Out of the two, the first.  Personally though, I'd get neither.  Here's what I do and I'm exactly like you (I'm fair and I tan my body but not my face).  I use Jergens Natural Glow for fair skin and apply one coat and let it dry and then another.  I make sure to put it on evenly and blend well into jawline.  It's subtle and not orange lookins and it doesn't smell!  Then, I use Lancome's Cappucine blush as a face bronzer.  It is also subtle and very pretty.  It is a bit pricey but well worth it.  You might also want to just try getting Physican's Formula from a drugstore.  It looks no different than that stuff you are getting online and it's much cheaper!

neither will really help you with your problem. Bronzer is to help create a healthy glow and highlight some areas of your face.

What you should go out and buy is a tinted face mosturizer to help give your face a little tan.

Than pick a foundation that matches the colour of your neck and not the colour of your face. Get the second bronzer to help give your skin glow. Bronzer is ment to only be put in the T-zone anyways so it wouldn't work and give a very good overall coverage.
