1. foreigners would not invest in the country if they would only be robbed,bombed or threatened.

2. the tourists would not be encouraged to visit a certain place if their lives would be at stake.

Peace and order should come first.  How will tourists be encouraged or enticed to visit a place that is marked unsafe and disorderly even if it boasts of beautiful and remarkable scenic spots or rich in history?  No one would dare attempt to set foot knowing that one's life is at risk.  Like it's said, "Clean your house first before accepting visitors so you won't hear unfavorable remarks about your home."

Peace and order is much more important, because it affects tourism in one way or another. Countries with news of forthcoming rebellion cannot attract tourists. How can you attract tourists knowing that their lives are at stake?
