  1. No slivers are banned or restricted in any format.  The only thing that is close to being banned would be T2 and T1.5 tournaments.  You can only use slivers if they appear in the sets that are tournament legal.

  2. I assume you are talking about Magic: the Gathering Slivers. I checked many formats and none of them are banned or restricted in any of them. But those Slivers are interesting creatures. Sometimes it seems like Dormant Sliver and/or Wild Pair should be banned. Those cards, along with Gemhide Sliver and Reflex Sliver, is a broken combo.
