I like Rowan the best, but out of those two I would choose Rowann for a boy, and Rowanne for a girl (although I think this is more of a boys name then a girls).

and Rowanne looks like it would be said "row-ann"

Otherwise, stick to the most popular spelling, my sister was devastated that she could never find pencils or objects at souvenir shops with her name on them.

The first one. The "e" makes it a bit more elegant and feminine. The double "n" without it just seems kind of unfinished.
