Im not sure but by the looks of it I might have to say the otter.

Who could swim fast with such a huge heavy tail behind them? Otters though are pretty slim and dont hve such a large til  which allows them to swim a little faster.

An otter because they have to face more danger than a beaver. Beavers have more advanced tac-tics because the can easily hide in their log houses
