Tampa Bay has been the most active, but it seems they're making these moves for the sake of stirring things up. Signing a few veterans out of their prime and a bunch of nobodies could stir things up, but not necessarily for the best. With all these acquisitions they have to have lost a few guys, so who did they lose? Barry Melrose isn't the best for the club in my opinion either. We will see how they do. They'll be a way different team because they have been the most active this offseason, for better or for worse.

Definitely the lightning...Vancouver and Edmonton have been making a few moves also...and Toronto cleaned house and technically those are active moves (just they let them go)...

Honestly, I don't know if they have been the MOST active (I'm willing to bet though) but every ten minutes I hear they're signing someone new! I'm jsut surprised they didn't jump the gun at Ray Emery!

i think the rangers. i mean they lost all there stars. and the islanders i guess. i dont do much research on this kinda stuff
