Which of the theories of representation (substantive, representational, attitudinal, or organizational) do you believe is practiced by most members of Congress during the campaign season? Would you expect the longer term of Senators compared to Representatives to result in their practicing a different theory of representation?

  3. Sounds like you read that in a text book. He goes my take on Congress.

The leader type, who takes new and varied positions and leads their constituencies with policy and thinking. People tend to follow their lead. ( Ronald Reagan and Joe Lieberman types)

The polling type, who is constantly checking what the voters want and changing to do as the voters want; basically they are saying "there go my people, I must follow them, I am their leader." ( That was Bill Clinton and Senator John Kerry.)
