It's formy1997Honda Civic

I think a 16 inch will do cuz i heard a 17 just drains the mpg.

Also, if I'll be adding a front and back lip, is it a good idea to buy new springs to lower the car as well?

 1. A lighter 17" wheel and tire combo will get better mileage than a heavier 16" set. Width also depends on what tire pressure you run. Assuming the weight is identical and air pressure is the same, the only thing that effects the mileage will be the width. Wider tire will have a little less mileage. Changing the aero dynamics and lowering the car will probably decrease your mileage quite a bit.

 2. the 205/45/16 because of the width is less then 215 and the thickness of 45 would be better cause it will role smother over the pavement or road surfaces

 3. 195/50R16 would be even better.

 4. Thinner tire, smaller diameter is better. Not infinitely smaller though. With a 10" wheel say, in addition to looking extremely silly, you could generate enough RPMs to obtain a reasonable road speed. It's all theoretical though. Too many other variables in the real world.
