Which university in California is the best for getting an ESL degree?

Which university or college in California is most widely recognized for producing excellent teacher's of English as a Foreign Language? First I want to get a bachelor's in teaching ESL then a master's in teaching ESL. Which schools would be best for those degrees respectively? I'm a native speaker. Thanks
