Which video editing software for Windows will do the following:?

1) Handle multicam editing (I will be doing documentary type interviews with at most 3 cameras)

2) Be somewhat easy to use (I only have one project in mind for this.)

3) Be low cost. I'm not getting paid for this. I'd like to spend less than $400 if that's possible.

4) Can handle different formats for the edit -- I might want to mix HD and SD formats from different cameras.

Try Sony's Vegas Movie Studio.  It's well within your budget, though "somewhat easy to use" is somewhat subjective :-) - allow yourself an hour to learn the basics and you should be flying.  I've never used it, but the "Takes" facility might be useful to you - it's certainly worth looking at.
