Which villain is most chillin'?

My friend and I got into a debate after I said I was "chillin' like a villain". He said villains aren't usually very chill since they are obsessed with taking over the world/destroying universes... I have a lot of time on my hands. So which villain is the most relaxed and carefree?

He also argues that insanity doesn't mean being chill, so that excludes the Joker, which I think is bs.

What about the Penguin?  He's "chillin".  It's been a while since I have seen them, but what about the Riddler?  I would also say Naraku from Inuyasha.  He lets everyone else do his dirty work for him.  Except that when THEY fail, he has to get his own hands dirty.  Oh!  Oh!   How about Hannibal Lecter?  He eats what bothers him.

Joker! He's chillin' whether he's insane or not. The movie Joker, of course. The old Joker was chillin' without being so insane.

:O I was gonna say the Joker. He's so chillin. :) You try to mess with him and he'll just calmly pull a bomb out of his jacket and blow you up.

Chillin' as in relaxed?  Dr. Doom or Joker.  Joker says he's a big picture guy, he doesn't plan anything.  But Grimmjow from Bleach and Cell from DBZ are a lot more chilled.  Cell was getting smacked around by Trunks, but was laughing the entire time.
