depends on how much the water is.. cause if you have much amount of water it will be very good to keep heat inside.. water can keep heat longer than rocks.. since it has heat capacity that is higher than other mineral

My guess is the crushed rock. It will retain heat better than the water, because water could vaporize and the energy would dissipate into the air.
