Y does NOT count as a proper vowel

But it is a vowel of sorts becuase the definition of vowel is :

In phonetics, a vowel is a sound in spoken language, such as English ah! [ɑː] or oh! [oʊ], pronounced with an open vocal tract so that there is no build-up of air pressure at any point above the glottis. This contrasts with consonants, such as English sh! [ʃː], where there is a constriction or closure at some point along the vocal tract. A vowel is also understood to be syllabic: an equivalent open but non-syllabic sound is called a semivowel.

    and Y counts under that

so it is a sort of vowel but not a true vowel as it is pronounced in different ways , sometimes as a vowel and sometimes as a constenent

  5.     * The crwth (pronounced /ˈkrʊθ/ or /ˈkruːθ/ and also spelled cruth) is a Welsh musical instrument similar to the violin:

He intricately rhymes, to the music of crwth and pibgorn.[1]

        * A cwm (pronounced /ˈkuːm/) is a deep hollow within a mountain, usually with steep edges, such as the Western Cwm of Mount Everest. However, it is nearly always spelled combe (as in Ilfracombe and Castle Combe), coomb (as in J. R. R. Tolkien) or comb (as in Alfred, Lord Tennyson).
