With gas costing what it does, I'd probably take the Rio.  I don't tow or haul anything big and I'm not into off-roading or anything like that so I wouldn't miss the Blazer's space, towing capacity, or 4WD (if it's 4WD anyway).

That and the fact that the Rio's new and the Blazer is already 9 years old would make the Rio my personal choice.
