Which years are the most formative? Parents of older kids?

Is the ages of 4 years to 7 years more formative than 7 to 11? When does someone really change or become what they are going to be?

My children 22 and 26 changed the most during the p*****n- teen years.  my daughter for the better my son for the worse.

It just takes some kids longer to learn life lessons I guess.
