Hate to burst your bubble but, some people and its a really big secret like really big I shouldn't even tell you.. Well they wear belts to keep their pants up! Your house sitting, unless the kid has bruses or is obviously abused I would think about said pants secret and mind your own darn buisness!

You could report the parents, assuming that you can actually SEE welts on the children. If there is no other evidence of abuse or mistreatment, please do not report anything false to the CPS. They take their job seriously, and rightly so. Besides, many people keep their accessories in their dressers. That's not uncommon or unusual. Just make sure to think before you act.

ADD: And it's so true that you SHOULD NOT be snooping around in people's drawers!

Sure!  While you're at it, look around for Tylenol in the medicine cabinet, cleaners in the laundry room, oh and my personal favorite check for steak knives and accuse them of neglect for having these things in their home!

No, just because you found a belt in a dresser drawer doesn't mean the parents are abusing their children. I actually have a belt in my sock drawer, but its not for spanking, its there because... well, actually I don't know why I keep it there... that's just its spot. Do you have any other reason other than the belt to make you assume such a thing?  If not, then but out! You may cause yourself and the family unnecessary problems.
