  1. Everything needs to be sterilized.  Remember when you are fermenting you are creating an environment for microorganisms to multiply.  Just a few cells can quickly multiply and ruin a beer.  Impeccable sterilization is critical for good beer.  The pros dont use rinse free sterilisations for their fermentation tanks so they dont even have to use water that can further contaminate their brew.  Hopefully you will not be adding too much water at this point though, since it detracts from the flavor and final ABV.

  2. Nope. Hopefully your city did that for you. As far as everything else...Yes!!!!!!!!!!!!!! Sterility is key. You can s***w up any recipie and as long as things are clean it will be very drinkable.

Good luck,,,,you're on the right track by asking this question!!

  3. When you homebrew, if your wort is not 5 gallons and your recipe is for 5 gallons, it's clearly necessary to add some water to the fermenter.

That water should be previously sterilized and then allowed to cool down, in some sterilized vessel.

What I actually mean is sanitized.  You can do sterilized, but beer only needs things to be sanitized.  You could also use bottled water if your tap water has some off flavors.
