While parallel parking, can I use one and hand and turn my head around?

Like have one hand on the wheel and the other on the passenger seat just when back up. Im in south carolina.

According to the South Carolina web site you will need to have both hands on the steering wheel at all times....

Whenever you are steering (not backing straight), you will need to use two hands on the wheel, so no one handed steering.....on a test.
