White film on dishes

Question

I have a new Inglis dishwasher, model IPU 25363. I have been told that the water should cover the heating element when dish washer is running, our does not. The unit cleans the dishes but leaves a whitish film on the dishes. I all ways used Jet Dri rinse agent. I have tried dish washing liquids and prepackaged detergent, Electra Sol tabs.What can I do or use to make the dishes come out clear and clean? Should the water cover the heating element?
