Whitish residue on exterior of Condom.?

Question

After s*x with my girlfriend last night, I pulled out of her to find this off-white residue on the outside of the condom. I went to the bathroom and filled the condom up with water, and did not find any holes in it period, let alone where that much s***n could get through. I was wondering what this may be.

Also along with that, I went and bought her Plan B today, just in case, and was wondering how effective this typically is.
