my friend and her boyfriend have been saying that they are surprised that my friends boyfriends bestfriend hasnt asked me out yet, yea we have been spending time together and kissing but no more than that he always texts me and always makes me smile , but i dont want a relationship i cant turn him down if he asksme:| YIKES HELP PLEASE!x3

You can't not turn him down if you don't want to date him. That's like me saying I'm allergic to milk, but if I saw it I'd HAVE to have it. You don't have a choice in the matter, assuming you value your happiness.

If you don't want to date him, don't flirt or give the impression you want to, or date someone else.

If you DO want to date him, but just aren't ready for a relationship, just tell him. Honesty, honesty, honesty. I can't stress that enough - nearly everything can work through honesty.
