Meg acts older and more mature.  And at many times, she comforts Chris as an older sibling type person.  But this is a very good question, because I live for Family Guy and I don't know for sure.

In The Episode about the "frog l*****g" Meg is in a High school. Chris makes a point of saying "why doesn't dad ever come to my school.." Hish School is a Junior High. Chris is 13 and meg must be 15 do to the fact that she can't yet drive, and she mentions that in episodes....

I always thought Chris was the oldest just for the simple fact that Meg seems like "The Oppressed Middle Child"

No one listens to her ,no one likes her. . .families always love the 1st born, so that's my reasoning to that Chris is the Oldest (even if he is retarded), then Meg, then Stewie
