Who's most powerful among choices: (1)police or (2)health department inspector or (3) IRS agent?

Police have been stripped of most of their powers by the judiciary. Health dept. can still give a lot of grief but there's no getting away from the clutches of the IRS!

Police are pretty much neutral in the grand skeem of things.

Health Department makes an attempt to save lives, and keep people from getting sick by inspecting restaurants, apartment buildings, mobile home parks, and the like, so they are pretty much the good guys of the examples given.  

Where as IRS agents, they really couldn't care less if your Mom died, or your sick, all they care about is if Uncle Sam gets his money and will throw any one in jail for any amount of time they see fit or until the debt is payed.

My vote would be for the IRS agents...

The health department inspector hold more lives in his/her hands. If they fail to do their jobs many people can end up very sick or dead.

As for an officer or IRS agent they don't affect as many lives and the lives they do touch (negatively) can (possibly) be repaired over time.

if one of the 3 were knocking on your front door i think the IRS agent would scare you the most.
