  1. both - in some cases, the rich oppress the poor, employing them for minute wages in an attempt to maximise profit.

    on the other hand, the poor can get non-challant and sit in the "muck", rather than seek to self improve. you get two sons from the same house, one excels in life the other doesn't.

    from time to time, you get people who come from a poor background who work hard at and does break the chain.

    some governments start many initiatives - regeneration, educational, skill based, etc to better the lives of citizens. many can't be bothered taking them up and see no essence in doing so.

    so the answer can't be conclusive from a generic platform, one has to look at the country, society, community or more importantly the individual to conclude!

  3. It is like who is responsible for the rain and cold. It is part of life we have to manage.

    In order for poverty to occour there has to be either 1)limited resources 2)poor distribution

    If poverty is caused by limited recources improving industry and trade will solve the problem.  This problem is common for undeveloped countries.

    If poverty is caused by poor distribution social law such as minimum wage will solve the problem.  This is the common form of poverty in developed countries.

  5. The rich always want to get richer and with out restraints they will bleed the poor and any other to get richer .

  6. Materialism. The more we want the more we get, so supply and demand increases the prices, eventually the poor cannot afford any of those commodities - so in effect it is the rich become richer and the poor become poorer.

  7. Both. Some people actively chose to be poor. And some rich people make very sure that they keep others poor.

  10. nobody as such is responisible ...  the only problem is poor being poor not trying to rise.... n rich bein rich not tryinh to lift poor... so rich becoming more rich n poor more poor...

    it all requires is an initiative from each one of us.... to change this scenerio n uplift poor by giving them an opportunity to rise ...

  11. kind of hard to point at who  exactly is responsible. But I think that the poor are responsible for their own poverty. if they didnt want to be in that situation they would of worked a way to get out of it. why depend on someone else to take you out of poverty?
