Who's the better athlete, Michael Phelps or Usain Bolt?

I know its kinda like comparing apples and oranges because swimming and track are two different sports. Both Phelps and Bolt are great athletes but I personally think that if there were more races for Bolt to run, he can match Phelps' 8 gold medals.
