Who's the loser that keeps thumbing me down on EVERY question?

you will never know who it truly is.  Once you are past level two some workers for yahoo thought it would be oh so funny to allow other users to be able to judge answers, and since anyone anywhere can read what you wrote, those thumb downs could come from any one at any given time.  It is frustrating and I understand why you hate it.  If you are the one and only one with a thumb down, do some research.  go back and start looking for patterns, if the same person is answering the question also and you get a thumb down, maybe thats your guy.  I have seen A LOT of stuff happen through this horoscope section, and thumb downs are just ridiculous to me.  It seems to be the tip of the iceberg to more drama.

I am new to this, but there should be a way to report a person that keeps doing that... have you researched that? or is there a "contact us" on the yahoo answers page?

I have seen some really childish answers in my short time here and its like I wanna spank their bootay's lol

Not me, I just got here. However, I have received thumbs down from the thumbs down clown each and every time I respond to a question also. I don't let it bother me at all.  It means I'm doing something right and getting a rise out of people.

I don't know but someone does that to me on nearly every question and it drives me nuts. Or when people only want their answer to look good no matter how good all the other answers are so they give everyone a thumbs down.
