Cotto. Mayweather's title is a joke. He has had it almost two years and he hasn't fought a welterweight since. Cotto meanwhile, has been doing all he can to clean out the division.

Personally, I recognize Floyd Mayweather, Jr. as THE champion because he holds the Ring title and the linear title, which is the only title I care about and respect because the sanctioning bodies are corrupt and strip their fighters for nothing.  Championship linearity is more important than any of the alphabet soup belts, and right now, Floyd is the linear champion.  He won the linear and true championship from Carlos Baldomir, who won the title from Zab Judah back when Judah was the champ.  Margarito will fight Cotto this summer, but Margarito will get stripped of his title for not defending against mandatory challenger Joshua Clottey.  It makes no difference though because the winner of Cotto-Margarito will be the one who everyone wants to see Floyd defend his championship against, and if Floyd does fight the winner of that fight, then that will settle who is the best welterweight in the world.  Remember that just because you are the champ does not mean that you are the best- thats how champions get dethroned.  Although I personally do believe that Floyd is the best and hopefully he will fight the winner of Cotto-Margarito to further prove it after he fights the rematch with De La Hoya.

And as far as Quintana goes, he is a good fighter, but he does not really factor into the equation because he already got crushed by Cotto's body shots, and he is just not a big enough name.  Plus, he has a rematch with Paul Williams coming up, which he may in fact lose.

WBA  WBC  IBF  WBO  

Miguel Cotto  Floyd Mayweather Jr.  Antonio Margarito  Carlos Quintana  hold these belts, respectivly

Mayweather holds "The Ring Magazine" belt, which is usually the indicator of who the best is.

who ever wins out of the cotto vs margarito fight is the true welter weight champ...mayweather is a joke,floyd got that title from an old man that had more than 10 losses and that old man got the title from an over the hill gatti..mayweather has only defended his 147 title once,compare that to cotto thats defended it 5 times and cotto has been at 147 in less time than mayweather...and that other guy is right,mayweather shouldve been stripped from his title a year ago and its funny how the sanctioning bodies dont assign mayweather a mandatory...i think the sanctioning body is in mayweathers pocket..and whats up with floyd maweather not trying to unify the titles?boxers back in the day would have to work there way up the ranks to fight a champion...floyd mayweather doesnt work his way up the ranks.
