yep, it was bret hart who'd done one in stampede. He didn't think anyone else could pull one off until he saw Shawn Michaels, then he suggested it to Vince.

the first ladder match was invented by dan kroffat in the stampede wrestling orginization in september 1972 between dan kroffat and tor kamata.

In July 1983 Stampede Wrestling held a Ladder Match where Bret Hart faced off against Bad News Brown. Hart went on to join the WWF/E and suggested this type of match to promoter Vince McMahon, where the gimmick achieved its current popularity.

Well I know that the original ladder match was between Bret Hart and Bad News Brown in Calgary Stampede wrestling in 1983. Bret Hart then came to the WWE and suggested that a ladder match was a good idea for WWE. Vince Mcmahon decided to try it out and it is now a very popular match right now.

Even though Bret Hart participated in the first and brought it to WWE Dan Kroffat invented it.

And the original WWE ladder match was Bret Hart (winner and retainer of IC title) vs. Shawn Michaels at a house show in July 21 1992
