Probably the cops because they're the biggest authority figure around and he doesn't seem to conform to their rules.

I would have to say The Rock since they had so many matches over the years. First fighting over the IC Championship then moving on to the WWE Championship. Also they kicked out of each others finishers multiple times during matches so that adds to the count as well.

While Vince has had his share of stunners he really isn't close to The Rock in sheer numbers. Austin did get a few during interviews/segments and during the handfull of matches they had but Rock vs Austin has happened so many times I would have to give it to The Rock.
