i do not know but your theory about him being from the NE is probably correct - check out the wet look hair,the perm etc.

I believe it's Chris Cowey, he was a producer on Top Of The Pops from 1997 to 2003, he may even have directed a few. He was also a judge on Soapstar Superstar 2006 to 2007. Oh and yes he' a geordie.
