The picture that you have is Jennifer Love Hewitt, but I don't think she was in Ugly Betty.  She is on the "Ghost Whisperer".

Maybe you are thinking of Salma Hayek.  She was in a few of the beginning episodes of Ugly Betty.  Her picture and bio are here..
