That's the thing. WE decide who decides what's cool.

Well,No one in particular really..

The designers design what they want and what they think is 'in' this season.

And the other designers follow,the trend that the first person declared that was in.

For Example:

If Chanel was the first one who started sending leather leggings down the runway first,

Then Dolce&Gabbana would start doing different versions of it

And Valentino would start making there own leather leggings

and WE the consumers would buy them

And start a trend..

So yeah.

and then we follow lol

Celebs maybe...who get it from their stylists who get it from designers (famous). :)....and we get the knockoffs of the general style of clothing in all the stores..and we buy what we see in the stores. Not Sure.
