  1. The American taxpayers.  The gvmt leases the land then collects taxes for every gallon of oil pumped out of the ground.

    Congress would rather borrow the money, let us pay more for gas, and let dollars flow to the middle east.  Somehow they think this is good for Americans.

  3. The rights are now owned by BP. I would only give them the permission to drill if they clean up their act and bring the Caribou back where they have already drilled.
