Shakespeare wouldn't, because he wasn't that well known outside of London.

I think you'll have to stick with royalty and Big religious figures, it was a superstitous age, with central located power.

Julius Ceasar

Genghis Khan

Cleopatra

Mark Antony

Ivan the Terrible

And the list goes on and on.....except for good ole' William.  I would not consider him a world leader.  Even in his on time and our time he wasn't a leader.  A now world famous writter but not leader.
