I have to say Kapil Dev. In his first 5 years he had 250 test wickets before he had a knee surgery and lost most of that majestic jump. Most bowlers go over 300 in their entire career. He only took about 200 wickets in his 10 years after that surgery but became a pretty good all-rounder so I vote for him. He also had like 253 one day wickets. In both formats he had wickets with an average of under 30 that is pretty awesome for any bowler. He also had a beautiful outswinger that got most of his wickets (check out his videos on youtube). He was also the only decent fast bowler for most of his career in the Indian team until Srinath and Prabhakar(he seemed more like a medium pacer and a selfish player by the way he played) came along.

Another who comes to mind is Javagal Srinath because he is probably the fastest or second fastest Indian bowler. He never realized his full potential but on his day he could be fast and furious like any other dangerous bowler. He is probably unique among world bowlers because he did not use his height (he is around 6'2") as much as he used his shoulder to generate bounce and pace.

Zaheer Khan has become an awesome bowler. Can be considered next to Srinath though not as fast as Srinath. RP Singh, Sreesanth are decent bowlers. Ishant needs guidance. But it's too early to say about all of them to be great Indian fast bowlers.
