Hard to say. Many people say Philippines, but I have seen people from Vietnam who are chocolate dark brown.

Although..my friend from Khe San (Vietnam) almost looks darker than a filipino native.

I believe the Khmers are. Either them or southern vietnamese. The people saying filipinos are wrong. Filipinos aren't asian they're islander
